Mr. Bowers was part of the local team that built the new elementary school, the Potomac River Bridge and post office in the 1950s. Richard and his brother Gene were top salesmen at Litten&amp;#039;s Chevrolet-Oldsmobile after World War II into the 1970s.&lt;br /&gt;
