Tom Waters was born in Brunswick in 1947. Because of an immense love of dance, he launched Tom's Dance Studio at age 12-year-old in the Feete Building on Petersville Road. Waters also taught in Loudoun County, Va., and would later move his studio to Market Street in Frederick. The studio, which became known as Artistic Dance Centre, was an icon for over 50 years in Frederick County. Tom's dance company, The Dance Contraption, won a national championship in the late 1980's.

After early-onset Alzheimer's disease prevented him from teaching in 2006, Tom's daughter Lauren Waters became director of Artistic Dance Centre and kept the legacy alive with the help of her brother Nathan until the business closed with Tom's passing in 2010.
