Todd Crone: 7623 was built by Baldwin in 1945 and was renumbered to 673 in 1956, that is about as close as I can get from this picture. For a time frame, its after 1945--the late '50s that is a em-1 b&o 2–8-8-4 that was delivered in the second batch of em-1s.
