Bill and Ginny were first cousins and lifelong friends. According to Donna Reeser Inskeep: "This is the falls at Fishing Creek near Mountaindale. Frederick Co reservoir is the water (lake) behind them that forms a play area where the children are standing. Then the water continues down to form the falls.
