Summary
At the old City Hall on E. A Street in the mid-1950s. Blade Times publisher Henry "Cap" Rinker on the far left. Then Chief Herb Sperry is on the right and we believe, Magistrate Judge Charles Leslie Moats in the middle.
Judge Moats was murdered in 1955 in a cold case that has never been solved.
